Act Now! The Clean Air Alliance of Canada was initially asked to help to fight the Semiahmoo RNG Project, a partnership between Andion and Semiahmoo First Nations – a project that was going to have an indisputably negative effect on the air quality standards of South Surrey and White Rock. What we discovered as we peeled back the many layers and shell games played by Andion’s officers and financial partners was a web of controversy, of failing projects and companies in the Renewable Natural Gas field, or RNG for short.
It seemed incongruous that our elected public officials and civil servants and services such as Metro Vancouver, Indigenous Services Canada, The Business Development Bank of Canada (or BDC for short) and National Resources Canada could have possibly missed in Due Diligence for the Semiahmoo RNG project and financing offers that Andion and their Officers had such a checkered past.
This underscores the need for a thorough examination of ethical and procedural aspects in public-interest projects involving both government funding and private enterprises, especially in cases with Indigenous involvement where formalities for allocating public funding may be reduced.
Three prevailing theories have emerged regarding Andion's progress over the last five years: either the existing system’s due diligence process is flawed; there may be complicity within the system; or the project's involvement with Indigenous First Nations contributed to authorities being blindsided by alleged partner deficiencies. It has been suggested that a combination of the three may be the reason why this project gained any traction, when Andion was so obviously not the entity they claimed to be.
We hope that by making a clear example of what went wrong with the Semiahmoo RNG Project due diligence process, including how two officers of Andion were able by using a shell company in their own names for the Air Permit application with Metro Vancouver, despite the City of Vancouver already rejecting their bid to get Andion’s hands on their organic waste, and then doing a swift name change to Taurus Canada Renewable Natural Gas Corp. in an attempt to keep the Semiahmoo RNG project alive once the scandals surrounding White Cloud Capital were uncovered by our investigators and they withdrew Andion Global from North America...
